To do this you first need to pickpocket a person who shoots dummies with arrows for target practice. This is in most big towns.

Take the arrows they are using and then give the shooter the arrow types that you want more of. They will then start shooting that type of arrow (as opposed to maybe shooting another type o arrow before).

You are now free to keep collecting that type of arrows, that you want, from the dummy.
