Use the 'Spawn Jetpack' cheat, and stand at the exit to the gym. Fly straight up, and land on the ceiling. Get rid of the Jetpack, walk to the edge of the room, and jump off the side. CJ will fall for about ten seconds, then he will hit the 'ground'. He won't die, but will have about 5% health left. Now, kill yourself in any way possible (grenades work good). Aim your gun to look ahead and the cops, FBI, even the army will walk right by you even if you attack them while inside the pay and spray they wont see you. To get more cops to enter the area just exit the pay and spray and enter again. When you have grown tired of fighting just enter your car and the pay and spray door will close and then drive away with a clean slate.
